DCAA-Aware Indirect Rate & FP&A Toolkit
A reproducible financial model that calculates DCAA-compliant indirect rates, loads them into pricing, and produces the cost-pool documentation a DCAA auditor will accept on the first pass.
The pain
Federal contractors — especially first-time primes and small-business subs — get tangled in indirect rates, cost pools, and unallowable cost classification. Their accounting is technically GAAP-compliant but DCAA-hostile, and they price contracts wrong because they do not know their true loaded rate.
What gets built
- Cost pool builder: fringe, overhead, G&A pools with allocation base configuration
- Unallowable cost flagging (FAR Part 31 compliance) with rationale documentation
- Provisional billing rate, forward pricing rate, and final rate calculators
- Three-statement financial model with rate-aware projections
- Pricing template: contract-level loaded rate computation with traceable build-up
- DCAA-ready outputs: Schedule H equivalent, cost element breakdown, indirect rate computation worksheets
Stack
- Python + Pandas
- Quarto (reproducible reporting)
- OpenPyXL
- Streamlit (optional)
- Git
Pricing
$8K–$15K initial setup + $750/mo for quarterly rate updates
