The pain
Every prime gets dinged at audit for clauses that should have flowed to subs and did not. The compliance check happens late, in a spreadsheet, by a contracts manager who is not sure which clauses apply to which subs. Section 889, 252.204-7012, 52.219-8 — miss any of these and the deficiency is on the contracting officer's desk.
